North Tyneside Council’s planning committee has approved plans to change a former ceramics studio in North Shields into a new micropub – despite local opposition.
Last night, councillors granted permission for 12A Russell Street to change use into the ‘Tipsy Pig’ micropub. The local authority also granted the venue a premises licence in November, however both the licensing and planning applications faced petitions calling on the local authority to reject them.
In total, the opposing petition amassed 46 signatures and raised concerns over noise, the potential impact the micropub would have on the area, and possible impacts on neighbouring privacy. Opposing resident Tara Alisandatos also reiterated the above concerns to councillors.
Planning documents submitted on behalf of the applicant by planning firm HOMZ also claim the noise generated from the prospective bar, with background music, would reach a maximum of 60 decibels.
However, officers recommended the planning permission be granted, finding that no issues, including sound proofing measures, could not be amended prior to the opening of the establishment.
In addition, the application also included a petition in support of the prospective watering hole with 148 signatures. The petition highlighted the venue as a new potential community hub.
The council’s own report concluded: “On balance, and with regard to all of the above, it is the officer ‘s opinion that the proposed micropub is an appropriate use of this vacant unit. It would provide an alternative use of the building and would improve the vitality and vibrancy of this part of the town centre, whilst contributing to the local daytime and evening economy.”
The proposed opening hours of the new bar will be 10am to 10pm Sunday to Thursday and 10am to 11pm on Fridays and Saturdays. Alcohol serving hours are between 10am and 9:30pm Sunday to Thursday and 10am to 10:30pm Friday and Saturday.
After hearing from both the applicant, Debbie Stevens, and the opposing speaker, North Tyneside Council’s planning committee voted unanimously in favour of the proposals.
